Title 24 incorporates mandates for the conservation of energy, land, and water resources into the building code for the State of California. As of October 1, 2005, updated Title 24 standards will take into account the building type and components, including roofing, walls, lighting, etc. If energy code requirements are not met, a building permit will not be issued.

The code applies to new construction and reroofing projects, and emphasizes cool roofing solutions for low-slope (less than 2-inch:12-inch) commercial applications. Specifically:

  • A Title 24 cool roof must have a minimum solar reflectance of 0.70 and a thermal emittance of 0.75.
  • All Title 24 cool roofs must be rated by the Cool Roof Rating Council (CRRC).

Guidelines for New Construction

Compliance may be achieved through any one of these three methods:

  • Prescriptive Method, in which each individual building component (e.g., roofing) must meet a prescribed minimum energy requirement
  • Building Envelope Trade-Off Method, which allows for trade-offs so that one highly efficient component (e.g., reflective roofing) can be used to offset the lower energy efficiency of another component (e.g., non-insulated windows or insufficient insulation)
  • Building Performance Simulation, in which an energy consultant or engineer performs an energy performance evaluation for one year to prove that the building's energy use is less than that of a "standard building," based on prescriptive method requirements

Guidelines for Reroofing

Typically, a cool roof is required, as defined above. If the renovation extends beyond roofing, budgetary tradeoffs of the kind described under New Construction are also possible.
