An energy budget is created based on the building type and components with each component receiving a baseline or neutral value. The base line includes a “cool roof” and Section 118 of Title 24 specifies that values for a cool roof must be equal to or greater than 0.70 reflectance and 0.75 emittance with the CRRC as the sole supervisory entity for the rating system. The Warren Alquist Act is the legislation that created and gives statutory authority to the California Energy Commission to develop and maintain Energy Efficiency Standards.
