Garland/DBS, Inc. Earns New Co-operative Contract

Region 4 Education Service Agreement Empowers Schools & Public Agencies

Garland / DBS, Inc., a joint venture of The Garland Company, Inc. (Garland), a full-service manufacturer of high-performance commercial roofing and building envelope solutions, and Design-Build Solutions, Inc. (DBS), a subsidiary of Garland Industries, Inc. that delivers turnkey project management, announced today it has received the award of contract #R230401 for Roofing Products, Services, and Job-Order-Contracting (JOC) Services from the Region 4 Education Service Center (Region 4 ESC). 

Region 4 ESC is one of 20 regional education service centers established by the Texas Legislature in 1967 to assist school districts and charter schools in improving efficiencies and student performance. Through cooperative contracts, Region 4 ESC extends the opportunity to operate more efficiently and economically to agencies nationwide through OMNIA Partners, the largest and most experienced group purchasing organization in America. 

“We have been a proud supplier to OMNIA Partners membership since 2011,” said Brian Lambert, President, Garland/DBS, Inc. “With this new contract, we are able to provide turnkey project management, high-performance roofing and waterproofing products, and a lower total cost of ownership, to a new array of schools and public agencies who utilize JOC as their vehicle for construction projects.”

Contract #R230401 between Garland/DBS, Inc. and Region 4 ESC went into effect on November 1, 2023, and will expire on October 31, 2026.
